The debate on the hashtag#PVOBill continues. Communities have spoken about this bill. They said they do not want this law. But we know what will happen. The elite will sit in fancy boardrooms and agree to pass that law. Some will argue that the bill is a good place to begin and that it can be improved. The government will say ‘we have agreed with civil society’. They will be lying. This is heartbreaking but very enlightening because it exposes what we have always said.
That the struggle for human rights is being captured by the elite. The state is eager to create its own elite civil society. Brian Kagoro warned us of this decapitation of civil society and crowding out of struggle-based social movements.
He said, “We have crowded out those components in social struggle that are more organic. We almost created a subletting of struggles to a group of experts who could talk the policy language … and the disconnect became fundamental.”
